This paper deals with the scientific research freedom inside the different legal orders. At first it considers the scientific communities of each sector as legal orders that defines methods and modalities to be followed by their scientists. At second it considers the universities as organizations that collect the scientists and as organizations that guarantee the freedom, both of those who impart science and of those who receive it. Public universities are configured as non-power institutions. Whenever the other freedoms are organized in legal orders, these freedoms became social powers, economic powers, cultural powers, or religious powers. Finally the scientific research freedom is explored in its conflicts and dilemmas with the other freedoms.
